MFA Strategy (Governance) – Consultations on statute reform

The Malta Football Association is stepping up its governance reform process with a series of consultation meetings with Member Clubs, Member Associations and other stakeholders which will be complemented by a Public Consultation process. Covering four key areas, namely Ethics, Licensing, Statute and Corporate Restructuring, work on these extensive reforms, which are being led by Malta FA Vice-President Dr Matthew Paris, is progressing according to plan. Malta FA President Bjorn Vassallo said: “The ongoing governance reforms are central to our efforts to address important matters such as integrity, ethics, club licensing, revision of the statute and corporate restructuring with the growth and sustainability of football clubs and good governance being at the heart of the Association’s strategy. “The full implementation will represent a challenge for several clubs but the Malta FA believes in the importance of dealing with the current difficulties in a systematic way to ensure fair competitions and strengthen financial discipline.” Following preliminary consultations with UEFA and FIFA between October and February, the Malta FA is in the process of launching a Public Consultation document on the statute reform in parallel with the ongoing consultations with key stakeholders. The good governance proposals are based on four main principles – term of office and age limits, female representation and the appointment of Honorary Members from a circle of Former Members. The first target of these reforms is set to be delivered shortly as the Ethics Committee has submitted the new Code Of Ethics. Among other things, the Code of Ethics aims to regulate the behaviour of Officers of the Association and the fit and proper test plus eligibility checks for all Association election candidates, and the creation of an independent Ethics and Compliance Committee. Separation of powers also constitutes a key aspect of these reforms which are aimed at streamlining the duties and responsibilities of the various committees and judicial bodies as part of the Association’s commitment to ensure greater transparency, accountability and efficiency across its operations.
